They're meant to be self adjusting,if yours isn't then its wheels /drums off.

Typical failures are leaking wheel cylinders,worn down shoes,seized or broken cables.or failed self adjusting mechanism.

If all the above are ok than there's an adjustment point on the cable near the CENTRE of the rear axle for correct free play on the THREE cables and an adjuster attached to the h/brake lever itself,usually needing some trim removal.

Drum brake type require adjusting at the shoes by removing the drums and setting them, and disc type are self adjusting. There is another way of slightly improving the lever action, but it leads to uneven and excessive wear of the rear brake linings, so I'm not going to tell you!
